Resilient Cities Through Sustainable Urban and Peri-urban Agrifood Systems

Project Overview

Athena conducted a qualitative assessment aimed at enhancing resource recovery from organic and liquid waste for agricultural or energy reuse. The assessment focused on evaluating critical enabling factors within the Resource Recovery and Reuse (RRR) sector, ensuring sustainability and scalability in waste-to-value solutions.

Athena’s Role

The evaluation focused on regulatory and infrastructure frameworks, financial accessibility, business support services, and market conditions. The assessment encompassed indicators related to startup costs, electricity access, construction permits, property registration, tax structure, ease of tax payment, regulatory institutions, and relevant organizations within the Resource Recovery and Reuse (RRR) sector.

Athena also examined access to finance, including credit information sharing, legal rights of borrowers and lenders, and the presence of laws protecting minority investors. Additionally, Athena assessed support services available to RRR businesses, such as national co-marketing directives, incentives, incubators, accelerators, and network associations.

Athena’s comprehensive analysis of market conditions for RRR products – such as compost, biochar, biogas, briquettes, and animal feed – highlighted opportunities to strengthen financial access, supportive policies, and market expansion, paving the way for sustainable growth in the sector.
